I think you may be referring to Elysian Shadows?

If you are, they are looking for a sprite/tile artist (their leaning more towards sprites as far as I know) but to sign up to help,

Go to the "User Control Panel", then go to "User Groups" and join "Interviewees".

After that, you should be allowed to join a private forum (I think?) then you do what it tells you to do from there.
