It says below the video that it's satire. It shows just how ridiculous internet control and censorship can be and it's aimed primarily as a criticism at a campaign in the EU to implement such a system. I think the "Ministry of Truth" reference was entirely intentional.

I love the bit at the end where the speaker talks about controlling the internet in order to preserve our democracies the way China, Iran, and North Korea have all while showing massive prison walls and guard towers rising around the borders of those countries.
