Wow that is a big thing, there are a few or more ways you can do it... I guess I should be thinking about that too.... I'm gonna make a crappy rpg before I make my almighty RTS!!!! Anyways, there a many different ways to do it I think it probably depends on your style of programming. Let me just say, break it into a lot of functions, that will make it easier to handle
