Apple VM

So I've been told that you can run a apple mac on a virtual machine which is both completely legal and supported by apple.
So I figured you guys would know, is this true?

Its legal if the host OS AND hardware are both apple products.

Well I was thinking that to run mac on a VM without buying a mac would be illegal? I've done this stuff with linux but that's both free and open source.
