If Square doesn't own the copyright for "Chrono Break", does that mean that someone can get that name copyrighted and make another Chrono game? Or does some intellectual property law play into this?

Hell fucking no.

I have no idea why Square wouldn't own Chrono Break, but (regardless) not owning the NAME of a game has nothing to do with owning the characters, storyline, fiction, and gameplay (all copyrighted intellectual property) associated with the franchise. Your question is analogous to me saying that if Nintendo doesn't own "Super Mario StarFuck," can I legally purchase the rights to the name and create my own Mario game?

Something like George lucas copywriting "lightsaber" you can create any type of energy style sword in any media, you can call it plasmasaber or lightsword you just cant refer to it as a lightsaber.
