I had a quick look at this and it seems pretty cool

It's a bit odd, but if you select the brush tool and change its settings you can create pixel art with it, just change the size and check the hard tip box.

you may be thinking about pencil tool. :P
(although you wouldn't have to, because pixlr has one)

I misread your post, but no, you have to use the brush to create pixel art with it. The pencil doesn't do what you expect it to, it's sketchy.
