Yep, it's still a thing. It may very well be something people have to purchase separately after ES is released (to fund ongoing ESTk development as well as our next project), but as promised, the preorder backers will get it bundled with ES.
Also, just so you know, ESToolkit is in a "releasable" Alpha state currently, but we are holding off until ES is further along, because the second I make it public, I'm going to become a full-time Toolkit developer undoubtedly, as feature requests and bug reports pour in... So we're going to hold off for a few.
