That's done with a very fancy and expensive broadband adapter that was only distributed in limited amounts. I got mine off of ebay for $100. The alternative is to find a coder's cable (literally over 100x slower) which uses the serial port rather than the ethernet port. It usually goes for around $30 on ebay or sites like Play-Asia.
Once you get that, you download and burn an image of DCLoad IP or DCLoad Serial (depending on which you bought, of course).
Then you download DC-Tool IP/Serial. You load DCLoad on the Dreamcast and run DCTool on the PC. It starts the transfer.

i use a coder's cable with my dc, of course i havn't actually done much programming for it got bored way to easy. That and usually had other things i needed to work on which made me more lazy. I'm such a lazy programmer i hope nobody hates me for that
