In a nutshell Moskau's air force is going to spray chemicals on clouds to make them dump their snow before they reach Moskau.

On a side note, it has snowed here in Boston twice in the past week. One time was actually quite heavy, although it didn't accumulate (sadface). I love snow. Can't wait for ski season.

i love the snow too.

but here in raleigh, NC. people get all crazy and drive like bafoons. <- including me. its not that i dont think i cant drive safe in the snow... its just than i have never tried... hehe

Yeah, I find it hilarious that cities and towns further South will close schools and businesses when there is like 2 inches of snow on the ground. In the winter I don't drive, I slide. Usually in about 6 inches give or take depending on how well the city is doing with their plowing. But regardless of where you are, the first big storm of the year always brings out the idiot drivers.

China did something similar for their parade they had recently; Spraying chemicals in the sky to prevent rain.
