According to the official Met Police statistics the safest places to live in London as far as crime and not getting murdered are Richmond or Kingston Upon Thames. Unfortunately they are well out of my budget(and pretty much most people's for that matter).

I don't think it is just "now-a-days" that kids are using knives. By contrast London is a lot safer than when I was a kid. There were several kids in my school who as a matter of routine brought guns and knives with them to school. It is only because of a recent media interest that these kinds of problems are being highlighted.
I grew up on a shitty council estate so I partially agree, that estates are where the majority of the bad stuff happens. Where I grew up was so rough in the 80s and 90s that they knocked it all down and built lovely new houses and an Asda. Despite the regeneration it didn't stop this from happening though.
