Not everyone is going to agree on what's shovel ware and what's not. People have different tastes. For example, if Activision wants to shell out Beatles Rock Band, which is essentially just another skin with new features, why would a die hard Beatles/Rock Band player pass that up? People are paying for this crap because they want it.
