You applied to be a SCEA (Sony Computer Entertainment of America) developer. It means exactly what it says. They'll review your credentials and get back with you. If you have good ones (credible ones), then you may be let in depending on what tools/licensing you're looking at.
If you're just a guy/gal trying to get in with no experience or published work, don't expect a flattering response.
