For those of us who do 3D artwork like myself I find these tools useful
dDo - Texture Creation tool for 3D Models. Requires Photoshop. LINK
Xnormal - Freeware tool for Normal maps, Ambient occlusion maps, etc. Link
General stuff
PureRef - an awesome bit of software for reference organization, viewing and re-sizing. Link
Free development utilities (not a free trial, its all free)

Hey I know that this is a little old but just thought I would share some tools that I found useful and Use myself.
Kuadro - This tool is awesome for concept artists, production artists, 2D and 3D Artists alike. See the video below. It is also free!
3D tools
NDO - Creates Normal Maps out of your textures.
DDO - Automatic Textures - Outputs Diffuse, Specular, AO, etc
2D tools
Photoshop - I personally use photoshop CS5.
Pyxel Edit - So If you like Photoshop and you just want to make Pixel art this tool is for you.

ROBLOX - Create and/or play a diverse selection of 3D games. Programming is done in Lua and programming tutorials can be found at wiki.roblox.com
